ANSWERS GIVEN TO BARU BIAN'S QUESTIONS AT THE MAY 2013 DUN SITTING

21 May 2013
CONSTRUCTION OF LAWAS HOSPITAL
(18) Y.B. Encik Baru Bian to ask the Minister for Local Government and Community
Development: Why is the hospital operating in shoplots and how much is the rental per
month for the shoplots? When will the construction of Lawas Hospital commerce?

Menteri Muda Kesihatan Awam (Y.B. Dr. Jerip anak Susil): Thank you, Tuan
Speaker, for the information of Honourable Member for Ba‘Kelalan the new Lawas
Hospital project is actually proceeding according to schedule and the site of the new
hospital is at the same place as it is now. The project is carried out in phases and the
phase 1, which is actually completed in March this year, is the decanting of patience to
the rented shoplots after which some of the facilities will be demolished, to give way to
the construction of the new hospital. And the new hospital will involve new facilities
which include Medical Record Unit, Haemodialysis Units, kitchen facilities and quarters
for staff.
As to the question for (a), we have rented four shoplot units and the rental per
month is RM23, 000. The construction for phase 2 of the new hospital is expected to
commence in July 2013.

Y.B. Encik Baru Bian: (Supplementary Question): Tuan Speaker, I have two additional
questions. The first, Tuan Speaker, can we be assured after the completion of this
hospital in Lawas that there would be specialist residents allocated to Lawas Hospital.
Second, what happened to the earlier lot that was allocated for this hospital. Now that
you mentioned that the new hospital is to be built on the old lot. What happened to the
allocated lot? I understand there was earlier lot for the purpose. Thank you.

Menteri Muda Kesihatan Awam (Y.B. Dr. Jerip anak Susil): Tuan Speaker, I want to
thank Honourable Member for Ba‘Kelalan for asking two supplementary questions. The
first one is about the specialists Yes, at the moment I think Lawas Hospital does not
really qualify for that. The number of beds in Lawas Hospital at the moment is only 60
and the new one will come up to only 80 and therefore with that number of patients there
is no need, for the time being, for specialists to be placed there. However, we
understand that there are specialists visiting over there to come and do whatever is
right, for example minor surgeries and even some consultations with regards to internal
medicine. But if there are complicated cases they can always be taken to Miri or even to
Limbang which we have some specialists over there.

The second one is with regards to the new site. I am not aware of the previous
site, however we will do the investigation and find out what happened. Thank you.

DUMPING THE HUNDREDS OF TAR DRUMS
(142) Y.B. Encik Baru Bian to ask the Minister of Infrastructure Development and
Communication who is the contractor responsible for dumping the hundreds of tar drums
all along the Ba’ Kelalan – Long Luping Road?
(a) When will the drums be removed and who will remove them?
(b) Will the contractor responsible be penalized for the dumping?

Menteri Muda di Pejabat Ketua Menteri (Hal Ehwal Islam) dan Menteri Muda
Pembangunan Infrastruktur (Y.B. Datuk Haji Daud bin Abdul Rahman): Tuan
Speaker, for the information of Ahli Yang Berhormat for Ba‟Kelalan, Angkatan Tentera
Malaysia (ATM) had informed that the drums were used to contain Probase, i.e., a soil
stabilizer and sealant for road construction. Angkatan Tentera Malaysia (ATM) is
responsible for the disposal of the drums. We have been informed that those drums that
still contain Probase will be transported and used for the proposed Bario/Ba‟Kelalan
Road which is currently under construction. ATM would arrange for the used drums to
be disposed under the supervision of Natural Resource and Environment Board (NREB).

Y.B. Encik Baru Bian: (Supplementary Question): Tuan Speaker, I have supplementary
question.
(1) Who are or who is the contractor responsible for the maintenance of this
road; and
(2) If there is annual allocation for the maintenance, how much?

Menteri Muda di Pejabat Ketua Menteri (Hal Ehwal Islam) dan Menteri Muda
Pembangunan Infrastruktur (Y.B. Datuk Haji Daud bin Abdul Rahman): Tuan
Speaker, at the moment the road is under Jiwa Murni Concept. Therefore the
maintenance is still under Angkatan Tentera Malaysia and I don‟t have the cost of
maintenance in future here.

Menteri Pembangunan Infrastruktur dan Perhubungan (Y.B. Dato Sri Michael
Manyin anak Jawong): This is road is under Jiwa Murni Tuan Speaker, and what we
have been assured is for the next three years, Jiwa Murni that is the military will maintain
the road and after that when we cross the bridge then we will decide.

YIP KUM FOOK (MCA GOMBAK CHAIRMAN) MAKES BUDDHIST & MCA SHAMEFUL! one of crushing shame and exploitation for Buddhist World.
