BN chairperson Najib Abdul Razak, in giving out various incentives and urging civil servants to support him, has breached the integrity pledge that he had signed, Transparency International-Malaysia (TI-M) said today.
vaisakhi najib  140413“That money is used by political parties and candidates to win votes is no secret. It has been said that election expenses are like an iceberg, only the tip is visible.

“But even the tip is not visible to the Election Commission (EC) and the Malaysian Anti-Corruption Commission (MACC), both of which have failed to act on money politics,” TI-M secretary-general Josie M Fernandez said.
Among the examples TI-M cited are:
  • On April 8, Najib announced that the discount 1Malaysia Privilege Card, which was launched in August 2012, would be extended to 725,000 civil service retirees.
  • On April 9, the BN chief announced the construction of a RM400 million complex in Perak.
  • Today, Najib called on civil servants to help him win the 2013 general election, when he launched an affordable housing project exclusively for Putrajaya residents.
On Feb 20, Najib signed  TI-M’s Election Integrity Pledge that aims to promote fair play and curb money politics during the 13th general election.

The opposition has not signed the pledge, claiming it to be a political gimmick.

Giving goodies 'corruption'

Meanwhle Fernandez (below) said caretaker governments were breaching election rules in handing out or promising goodies to entice voters.

NONE“Caretaker governments and candidates are breaking the Election Offences Act 1954 Section 10 which states all these gifts, loans, offers, promises, pronouncements are to procure votes.

“These stand at odds with the caretaker prime minister’s commitments to uphold the principles of integrity and accountability during the 13the GE,” she said.

She said the Act provides benchmarks to candidates on how to avoid offering any form of inducements to canvass votes.

“Election campaigns should be policy oriented, not monetised. Giving out money and gifts during the election period is an abuse of power for personal gain, and therefore it is corruption,” she said.
